League Rules Part 2 13-23

13. REFEREES

(a)    Registered Referees for all matches shall be appointed in a manner approved by the Management Committee and by the sanctioning Association(s).

(b)   In the event of the non-appearance of the Appointed Referee, the Assistant Referee shall take charge and a substitute Assistant Referee be appointed by the competing teams. In cases where no officially appointed Referees, the clubs must agree on a Referee. A Referee thus agreed upon shall, for that game, have the full powers, status and authority of a registered Referee. If teams cannot agree upon a Referee, the away team must pay half of the cost of the pitch up to a maximum of £55 each.

(c)    The appointed Referee shall have the power to decide as to the fitness of the ground in all matches and the decision shall be final subject to either in the case of a ground of a Local Authority or the owners of a ground, the Representative of the body is the sole arbiter and whose decision must be accepted unless the ground is declared fit for play. Any team playing a League game or cup tie on a pitch that the Referee has declared “unfit” shall be expelled from that Cup Competition or in the case of a League game be declared “Void” and not replayed.

(d)   Referees appointed under this Rule shall be entitled to charge a fully inclusive fee of £30. The match fee of an officially appointed Assistant Referee shall be £20 each, this fee to be shared by the two teams.

In the instance of a “double banker” games (two separate 60 minute games following immediately upon each other), the fully inclusive fee shall be £40. The fully inclusive fee for Assistant Referees shall be £25.

All fees shall be offered to the Referee and Assistant Referees in the dressing room before the game.

(e)   In the event of a match not being played because of circumstances over which the clubs have no control, the Match Officials, if present, shall be entitled to claim their expenses, always provided they attended the ground. Where a match is not played owing to one Club being in default, that Club shall be ordered to pay the Referee, and, if appointed, the Assistant Referee, if they attended the ground their full fee(s).

(f)     A Referee not keeping his engagement, and failing to give a satisfactory explanation as to his non-appearance, may have his name removed from the list of referees and the fact reported to the Association which he is registered.

(g)    Each club shall, in a manner prescribed from time to time by The Football Association, award marks to the Referee for each match. The League maintains a comprehensive record of these marks and by February each year forward such records to both the London & Kent Football Association. If either County Associations require any further information concerning the League’s Referees it shall be instantly furnished on application to the League’s Statistics Officer.

(h)   The Referee shall submit a Report Form (the R Card) online or by post after each match. Giving the Following information:-

                                 i.            The date of the match

                               ii.            The division or name of the Cup competition

                              iii.            The names of the competing teams, adding Reserves or A etc where applicable

                             iv.            The goals scored by each of the teams, including whether it was extra time or after a penalty goals competition.

                               v.            The due time of kick-off and actual time of kick-off

                             vi.            Informing the League Management Committee if the team(s) is/are guilty of any of the listed offences by placing an X in the appropriate box(s).

                            vii.            Having completed this list thus far, and only thus far, the Referee shall have the card signed by each of the teams’ Secretaries or their appointed deputies, provided the person actually asks the Referee if he can so sign. The Referee is not obliged to seek a signatory.

                          viii.            After the signature the Referee will add marks from 0-10 on the Sportsmanship displayed by each team

                             ix.            Name the players cautioned or sent off.

                               x.            Sign the card and add his handbook number.

                             xi.            Affix a first class stamp and post the card to the receiving officer within 24 hours of the completion of the match.

These marks could have a bearing on the Club seeking re-election at the end of the season under Sportsmanship marks. Any referee marking a club 4 or less must send a letter of explanation to the League General Secretary.

(j) Appointed Referees should be suitably dressed in FA recognised style when officiating in all LKB matches.

(k) When a club awards a referee a mark of 60 or lower, an explanation must a provided to the Competition in writing or by email. The purpose of this is to assist Referees to improve their performance levels, so comments should be as helpful as possible. Failure of clubs to award a mark may result in clubs being brought to discipline.

(l) Subject to availability, Referees will be appointed in a manner approved by the League Management Committee and the Referees Secretary.

(m) All appointed Referees must acknowledge receipt of the home Club notification form, even if he is unable to attend the match.

(n) A Referee shall be in total charge of a match from the moment he enters the ground, until he leaves the vicinity of the ground after the match. He therefore has the right on any pre-match or post-match incident he feels should be brought to the notice of the League and/or County Association. He also has the right to record a sending-off or cautionary offence against Club, players, officials, spectators or supporters until long after he has blown the final whistle on the match.

(p) Referees must not allow any match to kick off if one or both teams are more than 15 minutes late for the actual kick-off. This rule must be rigidly enforced. He must clearly indicate on the R card the team deemed guilty of the offence.

(q) Such a team, irrespective of whether they are the home or away Club, shall be responsible for the Referee’s fee, then full ground expenses and the reasonable travelling expenses of the non-offending team.

(r) Referees are awarded marks out of 100 by each team. These marks could have a bearing on the Referee’s application for promotion. The mark awarded must be based on the Referee’s overall performance. It is most important that the mark is awarded fairly and not based on isolated incidents or pervious games. The referee’s performance should be determined by the table below which should act as a guide for the overall mark which should fall within the mark range for each standard of performance.

100-86

The referee demonstrated very accurate decision making and controlled the game very well using management and communication skills effectively to add value to the game.

85-76

The referee demonstrated accurate decision making and controlled the game well using management and communication skills to contribute positively to the game

75-61

The referee demonstrated reasonably accurate decision making and despite some shortcomings generally controlled the game well

60 and below

The referee demonstrated shortcomings in the accuracy of decision making and control which affected the game.

Notes; Club officials should use the full range of marks within each category to help distinguish between different performance levels, e.g. within the 85-76 category a mark of 84 indicates at between performance than a mark of 77.

While some referees may have below average performances, there will usually have been some positive aspects to their performance, so extremely low marks should be very rare. Marks of 60 or lower are subject clauses in Rule 13 (k).

(s) Referees and Assistant Referees shall be supplied, each season, with a copy of the Competition Rules free of charge.

(t) Referees must attend the ground at least 30 minutes prior to kick off.

14. CONTINUATION OF MEMBERSHIP OF WITHDRAWAL OF A CLUB

(a)    After 31ST December in the current season a Club intending, or having a provisional intention to withdraw a team from the competition on completion of it’s fixtures and fulfilment of all other obligations to the Competition must notify the Secretary in writing by 31st March each season or be liable to a fine not exceeding £20.

All clubs wishing to remain in membership of the Competition for the following Season must confirm their intention to do so by completing the application form and returning it to the League Secretary by the last day of February. 

(b)   A club shall not be allowed to withdraw any or all of its teams from the Competition after the Annual General Meeting for the following season. Any Club infringing this rule shall be liable for a fine not exceeding £20 per team and shall also be liable for its share of any call which may be made under rule 5(B).

(c)    The membership for the coming season having been decided at the Annual General Meeting held not later than the 7th June the Competition shall have the right, irrespective of other provisions in this Rule, to refuse to permit a Club to withdraw its team(s) in order to join another competition and may hold the club to it’s engagements.

(d)   In the event of a member club which is an un-incorporated association withdrawing and/or disbanding it shall be immediately liable to discharge all its financial and other obligations to the Competition

In the event that any such obligation remains undischarged after a period of twenty-one (21) days then such obligation shall be met by the then current club members, excluding those under statutory school leaving age, until a member’s pro-rata obligation is discharged in full the Member shall not be allowed to participate in the Competition, which many apply to the club’s Parent County Association for a suspension order.

(e)   The constitution of the league for the coming season, having been decided by the Active League President, the League shall have the right, irrespective of other provisions in the rules, to refuse a club permission to withdraw its team(s)  in order to join another competition and may hold the club to it’s engagements.

(f)     If the management should grant a team permission to withdraw from the league after  it has played 66% of it’s League fixtures, it’s remaining fixtures shall be conceded to its opponents.

(g)    If the management should grant a team permission to withdraw from the league before it has played 66% of it’s League fixtures, it’s entire League record will be deleted from the League divisional table.

15. PROTESTS AND APPEALS

(a)  (i) All questions of eligibility, qualifications of players or interpretations of the Rules shall be referred to the management committee.

        (ii)  Objections relevant to the dimensions of the pitch, goals, flag posts or other facilities of the venue will not be entertained by the Management Committee unless a protest is lodged with the Referee before the commencement of the match. Any club lodging such protest and not proceeding with it shall be deemed guilty of a breach of this rule and shall be dealt with by the Management Committee.

(b)  Except in cases where the Management committee decide that there are special circumstances, protests and complaints (which must contains full particulars of the grounds upon which they are founded) must be lodged in duplicate with the league General Secretary within 5 days  (excluding Sundays ) of the match or occurrence to which the refer. A protest or complaint shall not be withdrawn except by permission of the Management Committee. A Member of the Management Committee who is a member of any Club involved shall not be present (except as a witness or representative of his club) when such a protest or complaint is being determined.

(c)   Any dispute occurring between clubs in the competition shall be referred for determination by the Management Committee whose decision shall be binding upon all parties subject to rule 16.

(d) No protest of whatever kind shall be considered by the Management Committee unless the complaining club shall have deposited with the League Se3cretary a sum of £3. This may be forfeited in whole or in part in the event a complaining or protesting club losing it’s case. The Competition shall have the power to order the defaulting club or club making a losing or frivolous protest or complaint to pay the expenses of the enquiry or to order that the costs to be shared by the parties.

(e) All parties to a protest or complaint must receive a copy of the submission and must be afforded an opportunity to make a statement at least 7 days prior to the protest or complaint being heard.

                     i.            All parties must have received 10 days notice of the Hearing should they be instructed to attend.

                   ii.            Should a club elect to state it’s case in person then they should forward a deposit of £10 and indicate such when forwarding the written response.

Except in the instance of serious misconduct when the League reserves the right to order such a hearing a 24 hours notice, together with a copy of the submission.

        (f) The London & Kent Border League disciplinary cases shall ordinarily be dealt with by         Management , or such sub-committee of the Management as the League Chairman shall    decide, provided such sub-committee Chairman is a member of the Presidential Committee.

          Clubs which do not attend a League Disciplinary hearing to which they have been summoned    shall be fined £5, pay all the expenses of the hearing and have the case re-entered on an         alternative date. A Club shall be deemed not in attendance if they appear 10 minutes after      the notified time.

          Clubs which do not attend a re-arranged hearing shall be fined £10, pay all the expenses of         the hearing, be suspended from the Monday following the re-arranged hearing until 7 clear                 days after a third arranged hearing.

          Clubs failing to attend a third arranged hearing shall be fined £20, pay all the expenses of the     hearing, be suspended for the remainder of the season and have the case heard in their               absence.

A Club that has been called to a Disciplinary Hearing must attend. Failure to do so will incur a fine of £10 and a suspension.

(h)   Except in the instance of Serious misconduct a Club a volunteer to have a case heard in their absence . Such a request may be telephoned to the League General Secretary or the League Chairman but must be followed up in writing stating that they will accept, without reservation, all decisions, of the Disciplinary Committee.

If the accused is deemed guilty of the offence with which he has been charged, the Club shall be held responsible for all the expenses of the hearing, including those of any witnesses who may have been called.

(i)      Fines imposed (together with all expenses awarded) at a Disciplinary hearing must be paid directly to the League Treasurer within 14 days of the hearing. If not paid within 14 days the fine (not including expenses) will be automatically doubled. If all the doubled fines and all of the expenses are not paid within 14 days of which the doubled fine takes effect, the whole Club involved will be suspended, until 7 clear days after the fine payment has been made.

(j)     The League may not hear disciplinary cases  concerning the sending off or cautioning of a player during a match. Such matters shall be left to the discretion of the ruling County Association.

(k)    Apart from the circumstances of Rule 16 the League retains the right to deal with all disciplinary cases, subject to the sanctions of the League President and in accordance with the powers invested in it by the County Association. This does not include the right to discipline Referees. Allegation or protests by clubs regarding Referees must be forwarded to the County Association with a copy of such protest being forwarded to the League General Secretary and the League Referees Secretary.

(l)      A protest made by a club against a decision of a League Committee can only be heard as shown under rule 16. But clubs do have the rights to protest to0 the league (bearing in mind (c)) over any matter not arising from a disciplinary hearing.

 

16. BOARD OF APPEAL

(a)    Within 14 days of the posting of written notification of any decision of the League, Club, Official or Player against whom action is taken may appeal against such decision by lodging particulars in duplicate with the Secretary of the London Football Association Limited, 11 Hurlingham Business Park, Sulivan Road, Fulham SW6 3DU. Kent affiliated clubs should forward such appeals to Kent County Football Association, Invicta House, Cobdown Park, London Road, Ditton, Aylesford, Kent ME20 6DQ accompanied by the appropriate fee for adjudication of a Board of Appeal. The grounds of appeal shall be in accordance with FA rules. The Board of Appeal may order the appeal fee to be forfeited and shall decide by whom the costs of the appeal shall be borne. The decision of the Board of Appeal is final and binding on all parties concerned.

17. EXCLUSION OF CLUBS, OR TEAMS MISCONDUCT, CLUBS, OFFICIALS, PLAYERS

a)      At the Annual General Meeting, or Special General Meeting called for the purpose, Notice of Motion having been duly circulated on the Agenda, the accredited delegates present shall have the power to exclude any Club or Team from further membership upon a majority of two-thirds of the votes cast. Voting on this point shall be conducted by ballot.

b)      At the Annual General Meeting, or at a Special General Meeting called for this purpose, in accordance with the provisions of Rule 19, the accredited delegates present shall have the power to exclude from further participation in the competition any club whose conduct has, in their opinion, been undesirable upon a majority of two-thirds of the votes cast. Voting on this point shall be conducted by ballot. A club whose conduct is the subject of the vote taken shall be excluded from the voting.

c)       Any official or member of a club proved guilty of either misconduct, other than field offences, or of inducing or attempting to induce a player or players from another club in the competition to join them shall be liable to expulsion or such penalty as a General Meeting or Management Committee may decide, and their Club shall also be liable to expulsion in accordance with the provisions of Clauses (a) and (b) of this rule.

d)      Any Club or Team failing to complete 66% of it’s fixtures in any season shall (unless the conditions are beyond their control, or the accredited delegates present at the Annual General Meeting or a Special General Meeting decide otherwise by a majority of two-thirds of the votes cast, can be debarred from membership in the following season.

e)      When a player is sent off by the Referee of a match, his team are issued with 3 Penalty Points. When a player is cautioned by the Referee of a match his team are issued with 1 penalty point. The lowest two teams for Sportsmanship below a mark of 7, and the two teams with the highest Penalty Points shall seek re-election. Under Penalty points and Sportsmanship Points shall only be voted by the teams of the Section.

Should a player’s sending off or caution be subsequently quashed by the County FA, the Penalty points issued to his team for that particular offence shall be expunged from the League records.

f)       Should the Management consider that a player has abused the system by too great an extent, they shall have the power to refuse his registration for the following season.

g)      A Club charged with bringing the game and/or the League into disrepute may be put up for re-election at the AGM.

 

18. TROPHY:- LEGAL OWNERS, CONDITIONS OF TAKING OVER, AGREEMENT TO BE SIGNED, AWARDS

a)      A Competition Cup or Trophy shall be vested in the Association sanctioning the Competition as Trustees. If a competition be discontinued for any cause the Cup or Trophy shall be placed in the trust. At the close of each season Competition awards shall be made to the winners and runners up if the funds of the competition permit.

The following agreement shall be signed on behalf of the winners of the Cup or Trophy:-

“We, A___________________ of _______________________(Chairman) and B___________________of _______________________(Secretary) of the ___________________________________FC, members of a representing the Club, having been declared winners of ________________________Cup or Trophy, and it having been delivered to us by the Competition, do hereby on behalf of the Club jointly and severally agree to return the Cup or Trophy to the League General Secretary on or before the last day of February. If the Cup of Trophy is lost or damaged whilst under our care we agree to refund to the Competition the amount of its current value or the cost of its thorough repair.”

b)      The League Treasurer and the League accountant are jointly and legal owners and trustees of the trophies and properties of the League.

No League Trophy can be won outright by any of the League’s Clubs.

c)       On being given custody of the League trophies on the day of the match, the Club must return it to a member of the Management Committee within seven days in order it may be re-presented at an official League Presentation function. Failure to comply with this Rule will result in the offending Club being fined £2 for the first week, or part of that week, that the Trophy is delivered late and an additional £2 for each further week, or part of that week, that the trophy remains in their possession.

d)      Having been given custody of a League trophy at an official League Presentation Function, the Club must return the trophy to the League General Secretary on or before the last day of the following February. Failure to comply with this rule will result in the offending club being fined £1 for each week, or part of a week, that the trophy remains in their possession after the last day of February. Any trophy held by a Club winning a League Trophy but not re-joining the League the following season will not be presented with the appropriate Cup or Trophy.

e)      In Cup Finals Individual trophies or medals shall be presented at the end of the match, to all players taking part and match officials, save that the league may withhold such trophies or medals from any player ordered from the field of play by the Referee for misconduct.

Cups League trophies and such other awards, as may be decided by the League Management Committee, shall be presented at a League meeting or AGM after the end of the Playing Season.

f)       Preference of tickets to such functions will be given to clubs, individuals and referees to whom awards are to be presented, but consideration shall be afforded to others wishing to attend. Winners and Runners Up of the League’s team events shall purchase a minimum of 13 tickets, plus and additional ticket for each award that they may request over and above the statutory trophies. The maximum allocation shall depend upon the total number of available tickets and the demands for them.

g)      Each guest at such functions who is invited to present the awards, referees and assistant referees of Cup Finals shall be entitled to two complimentary tickets.

h)      Apart from the circumstances of (g) all tickets must be paid for in advance and face value order and cannot be issued until they are so paid for.

Admittance to such functions shall be on presentation of a valid ticket only. In Cup Finals, Individual trophies of medals shall be presented at the end of the match, to all players taking part, and match officials, save that the League may withhold any trophy or medal from a player ordered from the field of play by the Referee for misconduct.

Cups, League trophies and such other awards, as may be decided by the League Management Committee, shall be presented at a League meeting or AGM after the end of the playing season.

 

19. SPECIAL GENERAL MEETING

a)      Upon receiving a requisition signed by two-thirds of the Clubs in membership the League General Secretary shall call a Special General Meeting.

The Management Committee may call a Special General Meeting at any time.

At least seven days notice shall be given of either meeting under this rule, together with an Agenda of the business to be transacted at such meeting.

b)      On a Thursday in May of each year, subject to the constitution being over-subscribed, a Special General Meeting of all clubs shall be called for the purpose of filling League vacancies.  Such a meeting shall include the election or otherwise of the following:

                                 i.            Current teams whose application were not received by the last day of February

                               ii.            Additional teams of existing member clubs

                              iii.            New Clubs applying for membership

                             iv.            The two teams with the lowest average of Sportsmanship marks

                               v.            The two teams with the highest number of Penalty Points

c)       Each Full Member Club shall be empowered to send two delegates to all Special General Meetings. Each Club shall be entitled to one vote only.

Any continuing Member Club failing to be represented at a Special General Meeting without satisfactory reason being given shall be fined £10

d)      Officers and Management Committee members shall be entitled to attend and vote at all Special General Meetings.
